Three blocks from a cleared four-lane road, a residential street can stay under packed snow for two more days while its residents watch plows pass the intersection without turning. The usual explanation offered on a neighborhood app is that the city forgot, or that somebody with connections lives on the street that got cleared first. The real answer is a document, it is public, and your address already has a rank in it.
Every city that plows has an order of operations written down before the season starts. The order is built around how many vehicles use a street, not how many people live on it, and understanding that single choice explains most of the frustration people feel at hour thirty of a storm.
The storm that ended a mayor's career
Snow removal reads like housekeeping until it is not. A blizzard hit Chicago between January 12 and January 15 of 1979, plow deployment ran late, and the machines that did go out could not keep pace. Snow sat on the ground in the city until March 6, fifty-one days later, dragging transit schedules and garbage collection down with it.
The Democratic primary was weeks away. Jane Byrne, a long-shot challenger, filmed a spot standing in a residential street among buried cars and asked whether this was the city that works. Michael Bilandic lost the primary on February 27, and Byrne was elected in April as the first woman to lead a major American city. Public works departments have taught that episode to new staff ever since.
Tiers, and the arithmetic behind them
Plans use different labels, priority one through three, primary and secondary, arterial and collector and residential, but the logic repeats almost everywhere. The first tier holds expressways, the streets carrying emergency vehicles and buses, hospital approaches, bridges, and steep grades. The second tier holds collectors, the streets that funnel neighborhood traffic toward the first tier. Residential blocks sit in the last tier.
Chicago's practice is a clean example of the sequence. Crews work arterial streets and Lake Shore Drive first, and only once the arterials are patrolled and judged safe does snow command turn attention to side streets. Denver splits its fleet by tier outright, running roughly seventy large plows on main streets and a separate group of smaller four-wheel-drive pickups that go into neighborhoods only when a storm is large enough to trigger the residential program.
The federal picture explains why the spending stops where it does. More than seventy percent of American roads sit in regions that average over five inches of snow a year, and state and local agencies spend more than 2.3 billion dollars annually on snow and ice control, which comes to roughly twenty percent of state transportation maintenance budgets. Winter road maintenance and crash statistics are tracked by the Federal Highway Administration, which counts over 1,300 deaths a year on snowy, slushy, or icy pavement. Nearly all of that risk sits on the roads in the first tier, which is the argument for clearing them first.
No formula decides when the emergency is called
Residents often assume a fixed trigger, some number of inches that automatically starts the clock. Minneapolis states plainly that no formula exists. The public works director weighs the current snowfall, what fell in earlier storms, the timing of the snow, street conditions, the forecast, and the time of year.
The city gives its own illustration of how wide that discretion runs. Three and a half inches in January, landing on top of earlier buildup, may justify a declaration. Six inches in March with warm weather right behind it may not, because the sun will finish the job before a crew could.
That discretion is also why the announcement usually lands before six in the evening. Crews need the overnight hours, and the parking rules that make plowing possible have to reach people before they go to bed.
Parked cars are the constraint, not the snow
A plow cannot clear a lane occupied by a bumper. On a residential street with cars on both sides, the machine takes a narrow pass down the middle, leaves the parked rows buried, and the street loses width for the rest of the winter. This is why snow emergency rules read like a parking puzzle: the puzzle is the mechanism.

Minneapolis runs that three-day sequence across about 1,040 miles of streets, which works out to roughly 3,200 lane miles once parkways, alleys, bridges, and bike lanes are counted. Read the table as a promise rather than a restriction and it becomes easier to follow. The odd side gets cleared on the third morning because that is the first moment the plow can reach the curb.
Where a sound plan still fails a block
Plans break in predictable places, and most of them are worth reporting rather than resenting.
- A cul-de-sac or a dead end has nowhere to push snow, so it gets skipped by a route built for through streets and needs a separate crew.
- The plow finishing an arterial throws a hard windrow across the mouth of every side street and driveway it passes, and clearing that ridge is almost always the property owner's job.
- A block on the boundary between two plow routes can be missed by both, which is the single most common cause of a street that never gets touched.
- Bus stops, corner ramps, and crosswalks get buried by the same pass that clears the lane, which strands anyone using a wheelchair or a walker at the exact point they need the curb.
- A second storm arriving mid-cycle resets the sequence, and residents who moved their cars correctly on day two find the rules have started over.
What to look up before the first storm
Do this in October and the February version of the question answers itself. Search your city's site for its snow plan or snow removal policy and find the map. Locate your own block and write down its tier, then note which nearby street is tier one, because that is the road you should plan to reach on foot or by car during a storm.
Check whether your city posts a plow tracker showing which streets have been cleared and when, since that map settles most arguments about whether a street was missed or merely last in line. Sign up for the alert channel the city actually uses, whether that is a text list, an app notification, or a phone line, because a declaration made at five in the evening is useless to someone who hears about it the next morning from a tow notice.
Then find the reporting path for a missed street and note what it needs, usually a block range and a cross street rather than a single address. A report that names the two intersections bounding your block is the one a dispatcher can turn into a route assignment, and on a boundary block it is often the only thing that gets a plow sent.
